Can't pack non-peripheral register <name> to I/O pin <name> -- constant signal at clock or clear port does not match signal on I/O pin

CAUSE: You used the Assignment Organizer command (Assignments menu) to turn on the Fast Output Register and the Fast Input Register options for the specified non-peripheral register or I/O pin. However, the Compiler cannot pack the register to the I/O pin because the register has a constant VCC or GND value on one of the clock or clear ports, and the I/O pin for the register has an opposite float value and does not have programmable float inverter.
ACTION: To avoid receiving this message in the future, turn off the Fast Output Register or Fast Input Register option on the I/O pin or register.
