Logic between pin <name> and its register contains a loop -- can't implement Power-Up High option

CAUSE: You turned on the Power-Up High option for the I/O register of the specified pin. However, the Logic Synthesizer encountered a loop between the pin and the register, and is unable to implement the Power-Up High option.
ACTION: Remove the looped logic in the design, or turn off the Power-Up High option.
